Yes. In Singapore, any business that stores meat, fish or egg products in a cold room needs a Singapore Food Agency (SFA) cold store licence, and the physical design of the room is part of the approval. Chillers must hold 0°C to 4°C, freezers must hold -18°C or below, and the room needs recording thermometers, moisture-proof racking and no ice build-up. Getting the design right before you build is what keeps the licence application on the 8 to 12 week end of the timeline instead of dragging on.

This guide walks through what SFA’s current licensing conditions expect from a cold store, how the application works, and what to specify with your cold room contractor so the room passes first time.

What SFA’s cold store conditions require

SFA publishes its conditions of licensing for meat, fish and egg processing establishments and cold stores, and the version we reviewed was updated on 1 January 2026. Several of the conditions translate directly into cold room specifications:

One condition catches many first-time operators out. SFA states that a chest freezer, refrigerator, reefer container or refrigerated truck must not be used as a permanent chiller or freezer without permission from the licensing authority. If your plan relies on a second-hand reefer as “temporary” storage, raise it with SFA early rather than after you have installed it.

How the licence application works

According to SFA’s published process, the application fee is S$147.20 and the licence fee is S$260, with a licence validity of one year. Applications go through the GoBusiness portal and need a CorpPass. You submit a layout plan, a process flow chart and product particulars, and SFA aims to review a complete application within 30 working days.

After review you receive an in-principle approval (IPA), valid for three years, and only then set up the premises according to the approved plans. For cold stores, the final inspection is done virtually: you submit a completed photograph template of the finished premises before the inspection appointment. SFA’s own guidance puts the overall timeline at roughly 8 to 12 weeks once GIRO approval and inspection scheduling are included.

Two practical points follow from this. First, your layout plan is a commitment. Changing the number of chambers, or the position of the raw and finished product areas, after IPA can mean going back to SFA. Second, because the inspection relies on photographs, the finished room needs to look clean and clearly organised from the doorway: visible thermometer displays, labelled zones, and racking in place.

Cold room design choices that help you pass

Work through these points with your contractor before the layout plan is submitted:

Your cold room should also be installed by a registered contractor. See our guide on BCA ME01 registration for what to check, and our article on temperature monitoring and record-keeping for how to set up the logging side.

Frequently asked questions

Do I need an SFA licence for a cold room in Singapore?

If you store meat, fish or egg products, SFA licenses the cold store, and the room must meet its conditions of licensing. Requirements depend on what you store and your business type, so confirm your category on SFA’s website before you build.

What temperatures does SFA require for chillers and freezers?

Chillers must be maintained between 0°C and 4°C, and freezers at -18°C or below, according to SFA’s conditions of licensing updated 1 January 2026.

How long does an SFA cold store licence take?

SFA reviews a complete application within 30 working days. Including GIRO approval, setup and the virtual inspection, the overall timeline is roughly 8 to 12 weeks.

How much does an SFA cold store licence cost?

SFA lists an application fee of S$147.20 and a licence fee of S$260 for a one-year licence. Fees can change, so check the current figures on the SFA site.

Can I use a reefer container as a permanent cold store?

Not without permission. SFA’s conditions say reefer containers, refrigerated trucks, chest freezers and refrigerators must not be used as a permanent chiller or freezer without approval from the licensing authority.

This article is general guidance based on SFA’s published conditions at the time of writing. Always confirm current requirements with SFA before applying.
